The Ministry of Employment and Labour Relations (MELR) in collaboration with Office of the Head of Civil Service (OHCS) undertook a 2 day training of Trainers workshop on the Electronic Staff Performing Appraisal reporting (E-SPAR) for some selected officers of the ministry at Accra.
The programme which started on Monday, 30th January 2023 ended on Tuesday, 31st January, 2023.
The E-SPAR training programme is part of measures adopted by the OHCS to phase out the paper-based staff appraisal system and enhance performance reporting within the service.
Speaking at the opening ceremony, the Chief Director, Mr. Kizito Ballans pointed out that the exercise is a very good one and urged all participants to acquire the knowledge and be able to transfer to colleagues.
He stated that gone will be the days where supervisors still appraise their subordinates even where they refused to submit their forms earlier than expected.
The Chief Director remarked the current system is time bound and will therefore not grant opportunities to staff who refuse to log on it with planning, mid-year and end of year stages of their appraisal.
Also one of the facilitator from OHCS indicated that the previous system of appraisal faced challenges including non-compliance to SPAR, Non-compliance to timeliness, late submission of report, complexity of form and subjectivity in history.
The facilitator said that the system has been successfully piloted across selected Ministries, Department and Agencies and will become operational this year 2023.
Madam Rhoda, Gavor, Director, Human Resource of the Ministry also advised participants who were taking part of the training to update all records of staff of their Directorates/Units to enable the HR upload the correct staff profile on the system.
According to her, the E-SPAR initiative is a laudable one and encouraged all staff to take the exercise serious since they will be responsible for training the other staff of their Directorates/ Units to ensure smooth implementation of the E-SPAR at all levels.
